NOTICE OF RACE

CoverThe 1999 Maxi Yacht Rolex Cup will be held at Porto Cervo, Sardinia, Italy, from the 5th to the 11th of September.

The regatta is organised by the Yacht Club Costa Smeralda (YCCS) in conjunction with the International Class A Yacht Association (ICAYA) under the authority of the Offshore Racing Council (ORC) and in agreement with the Italian Sailing Federation (FIV). The sponsor for the Series is Montres Rolex SA.

The 1999 Maxi Yacht Rolex Cup is valid for:

ICAYA Championship
Maxi One Design Trophy
Nautor's Swan Trophy
Wally Cup

The YCCS Race Headquarters for the regatta will be located in the Marina of Porto Cervo.

2 ELIGIBILITY

The regatta is open to:
ILC maxis
ICAYA yachts
Yachts of the One Hundred Division
Maxi One Designs
IMS Class or ORC Club A yachts with minimum LOA of approximately 18 Mts. (at the discretion of the Organising Authority)
Wally yachts

The maximum value of GPH and ORC Club certificate is 520.

Each boat shall comply with her Class Rules and Regulations. A copy of the current IMS or ORC certificate shall be submitted with the entry form.

Final certificates shall be submitted to the YCCS Race Secretariat prior to 12.00 hours on the 4th of September 1999. Certificates shall be verified by the ICAYA Technical Assistant.

3 RULES

The regatta will be governed by:
International Sailing Federation Racing Rules of Sailing (RRS) 1997/2000
International Level Class Rules for ILC Maxis (for ILC Maxi World Championship only)
Championship Rules for Offshore Classes (for ILC Maxi World Championship only)
ORC Special Regulations Governing Offshore Racing for Category 2 races
ICAYA Class Rules and Regulations (for ILC Maxi World Championship and ICAYA Championship)
Wally Yachts Class Rules (for WALLY Cup)
Maxi One Design Class Rules (for Maxi One Design Trophy)
The IMS Rules and Regulations (where appropriate)
The Notice of Race
The Sailing Instructions
Any subsequent amendments made by the Race Committee and/or the International Jury with the approval of the ICAYA representative.

In the event of a conflict between any of the above rules and/or regulations and the Sailing Instructions, the Sailing Instructions shall prevail.

English shall be the official language used at the regatta.

4 SAILING INSTRUCTIONS

Sailing Instructions will be available for competitors upon final registration on the 5th of September 1999.

5 EVENT CLASSIFICATION AND ADVERTISING

The regatta is designated Category B, ISAF Appendix G of the RRS.

Category A, ISAF Appendix G of the RRS, is required to compete for the ILC Maxi World Championship, ICAYA Championship and Wally Cup.

The Organising Authority may require all boats to apply a regatta sticker (decal) in the forward area of both sides of the hull and/or hoist a Rolex backstay pennant for the duration of the regatta commencing immediately following registration until 1 hour after the finish of the last race. Whilst in port, boats may be required to fly the event flag. The Rolex pennant, the decals and the event flag will be provided by the Organising Authority.

Furthermore, the Organising Authority may request one or more boats to install satellite monitor equipment, the installation of which is very simple. The equipment comprises a small antenna and apparatus with a total weight of 1.4 kgs needing 12V power connected to the on board power supply. The monitor has already been tested to ensure that it does not interfere with the instrumentation and the various communications equipment on board. The Organising Authority will organise the installation.

6 JURISDICTION

The regatta will be sailed under the jurisdiction of the Race Committee and the International Jury.

7 INTERNATIONAL JURY

An International Jury will be appointed by ICAYA in accordance with RRS 70.4 (c) and Appendix Q. All decisions of the International Jury shall be final in accordance with RRS 70.4.

Race means Windward-Leeward or Inshore Race. Courses may be different for the various groups.

Two or more races may take place on Monday the 6th, Tuesday the 7th and Friday the 10th September.

The Organising Authority reserves the right to change the above programme for weather conditions or other reasons.

9 RACING AREA AND CHARTS

The racing area will be in the North Eastern Sardinia (The following charts are recommended no. 42, 43, 323, 324, 325, 910 II).

10 ENTRIES & ENTRY FEE

Entries shall be made on the enclosed Entry Form and must be received, completed in full, by the Yacht Club Costa Smeralda not later than the 10th of July 1999, accompanied by a non refundable entry fee of US$ 900 per yacht. Each entry shall be accompanied by one copy of the current rating certificate.

The Organising Authority reserves the right to accept entries after the 10th of July 1999.

11 REGISTRATION

Final Registration formalities shall be completed at the Yacht Club Costa Smeralda's Race Office by the 5th of September before 12.00 hours, delivering the crew list with the names and weight of each crew member.

Italian competitors shall be in compliance with the Italian Sailing Federation Rules.

All crew weights shall be verified using the scales provided by the YCCS.

Boats having IMS and ORC Club certificate shall specify upon final registration in which division they intend to race. No change of division shall be allowed after the start of the first race.

12 RATINGS

ILC Maxis and Maxi One Designs will race level (elapsed time)
IMS handicaps will be applied to all boats having an IMS certificate or ORC Club certificate
A special handicap system controlled by the ICAYA Technical Assistant will be utilised for the One Hundred Division and Wally yachts results.

13 SCORING AND PENALTIES

The ORC scoring and penalties system as indicated in the Green Book, Paragraph 7, shall apply.

14 ELECTRONIC AIDS

All types of electronic equipments are permitted.

15 COMMUNICATIONS

All boats shall be equipped with a Marine VHF transceiver operating on VHF channel 72.

16 INSPECTIONS

Yachts shall be at the disposal of the Measurement Inspection Committee from 09.00 hours on the 5th of September 1999.

17 TROPHIES AND PRIZES

The Maxi Yacht Rolex Cup will be presented to the overall winner of the IMS - ORC Club Class A Division
The Cruising Maxi Yacht Rolex Cup will be presented to the winner of the Cruising Non-Spinnaker Division
The Series qualifies for the ILC Maxi Yacht World Championship Trophy offered by the Yacht Club Costa Smeralda
An ICAYA special trophy will be presented to the winner of the ICAYA Championship and the winner of the One Hundred Division
Special trophies will be awarded to the winner of the Wally yachts, the Maxi One Design yachts and to the highest placed Swan in the regatta

Trophies for boats not represented at the Prize Giving Ceremony will not be awarded.

Entries may be divided in various groups according to the number and type of boats.

18 MOORINGS

The entry fee includes mooring fees from 9.00 hours on the 5th of September to 09.00 hours on the 12th of September 1999, at Porto Cervo Marina or Port East provided that the completed entry form and entry fee are received by the Yacht Club Costa Smeralda before the 10th of July 1999.

Complimentary moorings are not guaranteed for late entries. They may be provided at cost, if available.

The cost of electricity, water consumption and telephone as well as mooring fee for additional periods must be paid directly to the Marina Office by the participants.

For bookings of mooring prior and after these dates and for tenders please apply directly to the Marina Management Office (Tel. (+39) 078991100, Fax (+39) 078991153).

Please be aware that immediately before the Maxi Yacht Rolex Cup, the Veteran Boat Rally is held and immediately after it the Rolex IMS Offshore World Championship will take place in Porto Cervo and, due to space limitations, moorings should be booked well in advance.

Containers may be stored free of charge at the YCCS Sports Centre for the period of the regatta. Early booking of space is recommended.

All those taking part in the regatta do so at their own risk and responsibility.

The Organising Authority, Montres Rolex SA, ICAYA, ORC, The Strategic Organisation Limited and any other party involved with the organisation of the Maxi Yacht Rolex Cup disclaim any and every responsibility whatsoever for loss, damage, injury or inconvenience that might occur to persons and goods, both ashore and at sea as a consequence of participation in the regatta.

The attention of competitors is drawn to ISAF Part 1 Fundamental Rule 4: a boat is solely responsible for deciding whether or not to start or to continue racing.

21 SOCIAL EVENTS

On the night of Saturday, the 4th of September a dinner/dance for the Championship will take place. Maxi yacht owners and spouses are invited by the YCCS. Owners are kindly requested to advice the YCCS's Race Office by July 10th with the Entry Form if further tickets are required for afterguards and guests. Cost of ticket is US$ 120 each.

ADDENDUM TO THE NOTICE OF RACE

To be eligible for the Non-Spinnaker Division, yachts shall be in compliance with Part 4 of the IMS Regulations and may carry gennaker only if tacked on the centreline or on a bowsprit, but not flown from any type of spinnaker pole.
